Manager, Transportation Operations and Construction
(Regular Full Time)
Engineering and Public Works Department
Under the direction of both the Director and Assistant Director of Engineering and Public Works, the successful candidate will effectively manage the activities of the Transportation Operations and Construction Section, managing traffic safety, operations, and efficiency, infrastructure design, construction programs and project management activities related to streets and the transportation network. The individual will also manage multiple cross-departmental engineering support programs such as the development of management systems, strategic and long term planning, shared services, capacity building, and project management capabilities. These tasks all share a requirement for a highly-integrated and cross-discipline communication style, using effective listening, stakeholder consensus-building and change-management skills, in order to meet operational and strategic targets.
You will manage services and programs including the overall operational management of the City’s transportation network of roads, sidewalks, pathways, bridges, transit, and other related assets. You will be responsible for developing related policies, programs and procedures, and plans, providing technical advice and reports and recommendations to senior management, Council, and various Advisory Committees.
You will direct and manage approximately 8-10 technical staff, which includes consultants, technicians, engineers, specialists and project managers. You will be responsible for leading, mentoring, supervising, and training staff; managing and administering their needs and their performance. You will oversee and ensure the quality work of other departmental staff in pursuit of overall program goals.
You will represent your section through inter-departmental liaison and with external organizations, government agencies and the public. You will engage with relevant community and corporate stakeholders in the Capital Regional District and across other municipalities.
You will manage the delivery of transportation operations and services, asset management programs, will oversee all capital transportation projects, and will manage all external transportation construction implementation. Other key tasks include developing annual work plans and budgets, planning, design and project management, monitoring and performance studies, consultant selection and related policies and design standards, preparing and finalizing Council reports for projects; contributing to departmental meetings and negotiating resolutions to operating concerns; coordinating road improvement works with City departments and external agencies and resolving conflicting priorities, and performing other miscellaneous duties.
Degree or diploma in Civil Engineering (or Applied Science) or equivalent, supplemented with management and leadership coursework (preferred).
8 years of progressive supervisory and management experience, working in a dynamic and collaborative environment, and driving change-management initiatives.
Experience working in a professional governmental institution (municipal preferred), and/or specific project management experience in transportation design and operations
