Financially sound and responsive to an engaged mayor and council, this is a high performance municipal organization serving a community of almost 12,000 people and three million annual visitors. As an economic generator of over $1.53 billion annually, Whistler is key to British Columbia’s tourism economy.

The Utilities department of the Infrastructure Services division has an opportunity for qualified individuals to apply for the position of Utilities Group Manager. Reporting to the General Manager of Infrastructure Services, this position offers 72 hours bi-weekly starting as soon as reasonably possible in 2021.

The Utilities Group Manager is responsible for ensuring safe and sufficient drinking water supply and distribution, sewage collection and related public health protection, sewage treatment, and operation of the municipal District Energy System. The Utilities Group Manager is also responsible for regulatory conformance in the above areas and both annual and long- term financial performance of the municipal water, sewer, wastewater treatment, and DES systems.

Qualified applicants will have a minimum of 5 years relevant experience in municipal engineering services leading, managing, and directing technical, supervisory, and administrative staff and ensuring regulatory compliance. The successful candidate demonstrates technical and engineering skills; experience in financial and project management and operations management in utilities; as well as considerable experience in the development of long-term strategic plans. Experience in interpreting and applying a Collective Agreement, good knowledge of water quality legislation and standards, and excellent interpersonal and communication skills are also required. The candidate will be a qualified Professional Engineer, or have an equivalent combination of education and experience. An Environmental Operators Certification Program (EOCP) certificate is considered an asset.

The successful applicant is an excellent problem solver with strong organizational and communication skills with an approachable and diplomatic demeanor and the strong ability to create and maintain effective working relationships with external and internal contacts at all levels. They demonstrate proven leadership and managerial skills with excellent working knowledge of municipal infrastructure and relevant regulations, specifically including occupational health and safety. The successful candidate will also have the strong ability to create and maintain a long-term capital budget, as well as long range operational plans.
