Main Purpose and Function

The Urban Forestry Safety & Training Advisor monitors regulatory compliance and provides safety and beset practice consultation services to supervisors and management within urban forestry operations.

Reporting to the Supervisor of Urban Forestry, the successful candidate will be responsible for anticipating, recognizing, evaluating, recommending and assisting in the development and delivery of practical controls and training for safety hazards, regulatory compliance and best practice.

In addition to reporting directly to the Supervisor of Urban Forestry, this position will also be responsible for creating and maintaining strong reporting relationships with Senior Park Board Leaders, Urban Forestry Superintendents, Driver Services – Compliance officers, HR Organizational Safety Consultants, and various external safety associations and councils.

Specific Duties and Responsibilities

  • Research urban arboriculture best practices and regulatory compliance requirements of urban forestry operations.
  • Advise and consult with management regarding best practices and compliance requirements; write procedures and develop processes to document best practices and compliance. Mentor and coach management, supervisors and crew of new processes and practices.
  • Audit field practices for compliance against established processes and procedures and conduct site safety inspections; identify deficiencies to management and works with management and staff to ensure continuous improvement and compliance.
  • Conduct monthly tailboard site inspections in conjunction with supervisors and superintendents.
  • Attend and partake in monthly Crew talks.
  • Investigate safety incidents and concerns; documents events and provide management with recommendations on change procedures and practice.
  • In consultation with management, prepare and deliver safety and operational training programs.  Prepare training agendas and resource materials (such as handouts, tests, videos) suitable for different learning styles and audiences, and administer tests as required.
  • Explore the various approaches to creating/developing and maintaining an apprenticeship management program for trade qualifications of Certified Utility Arborists and Arborist Technician with both Climbing and Field Arborist components.
  • Perform other duties as required.

Qualifications

Education and Experience:

  • Certified Utility Arborist and/or Field Arborist Level 3 –  Arborist Technician Trades Qualification with 4-10 years arborist experience
  • Supervisor experience preferably in arboriculture
  • Experience training adults with preference of education/experience in adult education and curriculum design
  • Working knowledge of applicable WorkSafeBC Regulations related to urban forestry
  • Proficient in standard Microsoft business software; PowerPoint, Excel, Email, Word
  • Must have a valid Type 5 Drivers License( preferred with Air-Endorsement)

Knowledge, Skills and Abilities:

  • Able to read and interpret documents such as regulations, standards, scientific articles, operating and maintenance instructions, and procedure manuals
  • Able to speak effectively before groups of people
  • Able to research and critically evaluate research material validity or practical implementation into operations
  • Able to design training courses with theory and practical components
  • Able to facilitate and manage large diverse groups within an educational setting
  • Ability to work independently with little supervision
  • Working knowledge of current curriculum of arborist certifications
  • Knowledge of Urban Forestry botany
  • Knowledge of arboriculture principles and techniques
  • Communicates well both verbally and in writing; creates accurate and punctual reports, delivers presentations, and shares information and ideas within and across departments
  • Skilled in the use of computers, adapts to new technology, keeps abreast of changes, learns new programs quickly, uses computers to improve productivity
  • Recognizes problems and responds, systematically gathers information, sorts through complex issues, seeks input from others, addresses root cause of issues, makes timely decisions and sometimes difficult decisions, communicates decisions to others
