Main Purpose and Function

Reporting to the Managing Director of Social Policy and Projects, with direct supervision from the Senior Indigenous Relations Planner, and working collaboratively across civic departments other levels of government, research groups and community based organizations, the Indigenous Social Planner acts as a City liaison to urban Indigenous communities, including the Metro Vancouver Aboriginal Executive Council. The position provides leadership and support to the implementation of a range of City priorities, including City of Reconciliation and Truth and Reconciliation Commission efforts, the Healthy City Strategy, Healing and Wellness, supporting the development of an Urban Indigenous Strategy and local area plan policies and projects. This position brings experience and understanding of complex socio-economic, cultural, political and spiritual matters to the work. The position will undertake ongoing responsibility for coordination of key City initiatives with an Indigenous communities focus including research reports and policy development, implementation of actions, and assisting with the monitoring and evaluation of strategies.


Specific Duties and Responsibilities

  • Acts as a liaison and coordinator using collaborative and innovative partnership approaches to strengthen the relationships between the City, local First Nations and urban Indigenous communities, Indigenous organizations, and other levels of government.
  • Supports the City’s Urban Indigenous Peoples Advisory Committee.
  • Assists with the implementation of priority actions of the Healthy City Strategy, Indigenous Healing and Wellness, DTES and Grandview Woodland Local Area Plans, and internal and external integration with the City of Reconciliation Framework.
  • Supports the development of recommendations, reports and presentations to City Council, and Council Committees.
  • Provides support/advice to community plans, social and cultural grants, and Indigenous childcare and cultural projects.
  • Tracks, reports on and coordinates ACCS projects related to Vancouver’s response to the Truth and Reconciliation Calls to Action.
  • Coordinates activities and fosters relationships related to the City’s Memorandum of Understanding with Metro Vancouver Aboriginal Executive Council (MVAEC), including the development and implementation of an Urban Indigenous Strategy.
  • Provides support and coordination to various committees and partnerships related to the Healthy City Strategy, Urban Health Leaders Action Council, and the DTES Local area plan.
  • Assists in the development and implementation of strategies to improve competencies of City staff to work directly and indirectly with First Nations and Urban Indigenous peoples.
  • Other related duties/responsibilities as assigned.



Education and Experience:

  • Proven experience working with First Nations groups including urban Indigenous communities.
  • Post-secondary degree, preferably with a Masters Degree or its equivalent, or comparable level of work experience, in public policy and administration, community and regional planning, public health, social work or a related discipline.
  • Experience in social planning, research and evaluation, public policy development and the formulation of major strategies involving First Nations groups including urban Indigenous communities.
  • Experience in project management, public consultation and facilitation
  • Diverse experience that includes undertaking major research and writing of reports or strategies
  • Relevant lived experience combined with a broad perspective lens on reconciliation and decolonization, is preferred
  • Experience with diversity, inclusion and equity considerations in a workplace environment, is preferred.

Knowledge, Skills and Abilities:

  • Strong relationship building and culturally-informed conflict resolution practices, including the ability to convene challenging conversations to resolve complex issues in the spirit of City of Reconciliation.
  • Knowledge and understanding of the social determinants of health and trauma-informed practice, including the areas of research, engagement, policy development and projects.
  • Knowledge of best or emerging practices in addressing socio-economic issues affecting First Nations and urban Indigenous groups, including but not limited to healing and wellness, social enterprise & employment, and housing, including “Housing First”.
  • Substantial knowledge of practices to address structural oppression and discrimination.
  • Current knowledge of the various Indigenous organizations, social agencies, and services operating in Metro Vancouver.
  • Experience in developing collaborative partnerships with Indigenous peoples and communities, and public engagement processes is critical.
  • Ability to analyze complex issues, to recommend culturally appropriate approaches and to prepare related reports.
  • Ability to work independently and as an effective member of a team.
  • Ability to interact well and communicate with other employees, officials and the public.
  • Ability to complete assignments in a high pressure, time-sensitive environment using sound professional techniques and independent judgment within the parameters of work assignments.
  • Excellent verbal and written communication skills including preparation of reports and presentation of reports or other information to Council, advisory committee, senior managers and the public.
  • Excellent project management skills.
  • Excellent facilitation and public participation skills are essential.
  • Ability to meet transportation requirements
