Main Purpose and Function

The Sewers & Drainage Senior Connections & Surveys Engineer is responsible for the permitting of residential and commercial sewer connection permits, public service functions related to connections and survey services in support of the Sewer Utility.  The position is responsible for compliance of the sewer connection design process with the Engineering departments Project Management Framework (PMF) and Organizational Quality Management (OQM) requirements.

Key Contacts and Reporting Relationships

The position reports to the Manager, Sewers & Drainage Design Branch and supervises a diverse team of Engineering Assistants.  The position works closely with branch staff responsible for Asset Management, Technical Design, Technical Review and Liquid Waste Management, and is the primary contact with Sewer Operations related to sewer/water service connections.  The team is also responsible for working with other internal departments/branches such as Parks, Landscape, Plumbing and Engineering Development Services.

Specific Duties/Responsibilities

  • Responsible for ensuring connection design compliance with the Engineering department’s Organizational Quality Management (OQM) requirements
  • Acts as Engineer of Record for the implementation of the sewer service connection design standard
  • Conducts or delegates audits of engineering design work completed by the team
  • Conducts or delegates inspections and liaises with Sewer Operations during the construction of service connections
  • Oversees the daily planning, organization and operation of the functional work groups
  • Provides input to private property claims related to sewer connection blockages
  • Provides technical engineering advice or decisions on unusual and complex assignments
  • Reviews existing business processes related to group functions and leads continuous improvement to the connection permitting system
  • Liaises with other departments, branches and workgroups
  • Procures professional services to support connection design permits
  • Tracks and reports on connection metrics
  • Manages staff providing sewer connection information to the public, private companies and outside agencies
  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development.
  • Supports the Survey Technical Supervisor responsible for a team of staff which provides field survey services for the sewer utility
  • Other duties and responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineer designation and a minimum eight years’ related experience or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia
  • Experience supervising a team, ideally within a unionized environment

Knowledge, Skills and Abilities:

  • Considerable knowledge of engineering principles, practices, methods and techniques related to municipal infrastructure
  • Knowledge of sewer design and modelling software related to hydraulic principles and sewer assets
  • Excellent understanding of the design and operation of municipal sewer systems including combined sewer infrastructure and separated sewer infrastructure
  • Knowledge of recruitment, selection, coaching, mentoring and performance management processes
  • Excellent leadership skills with the ability to motivate and engage staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Strong conflict resolution, mediation and negotiation skills
  • Ability to manage multiple projects priorities and deliverables
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
