Reporting to the Business Solutions Manager in the Information Technology Department, this role serves as a project/program manager leveraging the Microsoft 365 suite of tools (SharePoint Online, Teams, Power Platform, Forms, Planner, Azure DevOps) to manage project requests, software development sprints and engage stakeholders.

Additionally, this role works closely with the Business Solutions Manager to track portfolio health, lead prioritization sessions, and ultimately continually improve the overall project management practice at the City.

A champion of hybrid AGILE approaches to project execution, the IT Project Outcome Specialist empowers their colleagues to achieve success together while removing barriers and lending their formidable coordination skills to drive forward a variety of technology and modernization projects within the City.

Lead, plan, and monitor information technology projects in a multi-stakeholder environment. Use both traditional and AGILE methods/tools to engage participants, develop concrete outcomes, and track to completion while managing budget and resource capacity.

Act as a Project Coordinator for business solution projects. Research and analyse the needs of various projects. Analyse, prioritize, and curate the backlog of un-started project ideas, and keep approved project list as minimal and current as possible.

Coordinate business solution projects; assign and monitor project work to external consultants and vendors and to other positions in the Information Technology department. Coordinate all departmental, IT, and external resources to ensure timely, effective implementation and completion of projects. Apply and adhere to project management principles and the system development lifecycle using a combination of AGILE and traditional methods.

Oversee the consistency and viability of new additions to the project backlog to ensure there are no contradictions or overlaps with other backlog items, work already in progress, or infrastructure already in place. Responsible for communicating to stakeholders when criteria for inclusion into the backlog is not met, or when items need to be removed.

Provide project guidance and advice to user departments. Facilitate meetings and workshops and represent client issues at committee tables. Communicate on project status and outcomes to clients through presentations and workshops. Represent the department on all corporate projects and committees as required.

Perform related duties where qualified.

Work is generated by annual objectives and budget and end user requests. Work is reviewed through reports to Manager.
Issues such as major expenditures, system changes and resource/policy matters are discussed with Manager with recommendations.

Work Environment:

Understand and apply the principles and methods of project management. Proficient in web-based modern Project Management software.
Interpret related policies and regulations. Maintain accurate records.
Establish and maintain effective working relationships. Prepare and present reports and training sessions.
Deal effectively outside agencies and vendors. Organize and prioritize the work of others.

Formal Education, Training and Occupational Certification:

Undergraduate degree in computer science or related field. (4 years) Masters Certificate in Business Analysis or equivalent (126 hours)
Project Management Institute Certified Associate in Project Management or equivalent. (23 hours)
5 years of related experience including information technology experience or an equivalent combination of education and experience.

May be requested to substitute in a more senior position.

Work schedule: Monday to Friday, 35 hour work week
$50.06 per hour, Pay Grade 17 Job Code # 4418
