Main Purpose and Function
Privacy matters deal with sensitive and confidential documents and data, including citizens’ personal information, labour relations matters, high profile municipal projects and intergovernmental and civic initiatives. The incumbent must exercise a high degree of discretion when handling sensitive organization information as well as personal and third party business information.
The Privacy Analyst works closely with the Director of Access to Information and Privacy to provide technical guidance and general oversight of corporate programs and activities that protect privacy. The incumbent will make decisions with a high degree of independence and good judgement, and must be able to build and maintain a close, collaborative relationship with the Director and staff, City staff, Management and elected Officials.
The incumbent must also be able to conduct and complete Access to Information Requests, (FOI requests), with a high degree of complexity and confidentiality as may be assigned from time to time.
- Acts as the primary point of contact and technical expert for staff on privacy program inquiries and requirements as new or existing programs are developed or revised.
- Responsible and accountable for the day-to-day management of the City’s comprehensive privacy compliance program.
- In partnership with the ATIP Director, designs and implements consistent, effective privacy practices that minimize risk and ensure the confidentiality of protected City of Vancouver information across all platforms.
- Investigates and responds to alleged violations of privacy regulations, policies and procedures, and recommends corrective actions; develops and manages systems for responding to such violations.
- Identifies, implements, manages, monitors, assesses, and seeks opportunities to enhance the effectiveness of the City’s privacy program policies, procedures, controls and other associated deliverables.
- Provides guidance and advice on requirements for privacy compliance, develops and delivers privacy awareness training and oversees corporate education and training in support of a privacy awareness culture.
- Conducts and completes Privacy Impact Assessments (PIAs), and ensures recommendations are implemented effectively and consistently.
- Reviews CCTV applications for completeness and compliance with City Policy and Procedures, approves application prior to final review and approval process.
- Manages the City’s Enhanced Security Clearance, (ERC), application process; difficult or unusual application matters are escalated to the City Designate: the Director of Access to Information and Privacy.
- Identifies contentious issues and risks, monitors changes to best practices and legal requirements, briefs the ATIP Director and implements revisions accordingly.
- Promotes consistent interpretation and application of legislative requirements in compliance with relevant sections of FIPPA, the Office of the Information and Privacy Commissioner of BC’s, (the OIPC), guidance and decisions and industry best practices.
- Provides technical guidance to others in performing their day-to-day activities without direct supervisory responsibility.
- Conducts FOI file reviews of sensitive and highly confidential cases, e.g. labour relations matters, high profile municipal projects, and intergovernmental and civic initiatives, as will be assigned from time-to-time.
- Prepares and organizes materials for privacy matters brought before the OIPC.
- Supports and adheres to Records Management best practices.
- Promotes and supports the ongoing development, improvement and implementation of guidelines, procedures and policies.
Minimum Position Requirements
Education and Experience:
- University graduation at the Bachelor’s level in an appropriate discipline such as business administration, information management, law, communications or an equivalent degree.
- Three to five years of progressively responsible experience in access and privacy, weighted toward privacy
- Minimum of two years of municipal/public sector experience is preferred.
- Formal training in access and privacy principles i.e. Information and Access certificate or certification through a recognized professional organization such as the International Association of Privacy Professionals, (IAPP) is preferred.
- City of Vancouver Enhanced Security Clearance is required.
Knowledge, Skills and Abilities:
- Demonstrated understanding of process management, investigation, research, analysis, and superior skill in the application of information and privacy principles.
- Demonstrated ability to exercise a high level of judgement and confidentiality when handling sensitive corporate and labour relations information.
- Demonstrated knowledge and understanding of the Privacy Provisions of the Freedom of Information and Protection of Privacy Act of British Columbia and Regulations.
- Detailed knowledge of the Vancouver Charter or the Local Government Act of British Columbia.
- Demonstrated superior ability to effectively communicate in verbal and written form.
- Excellent working knowledge of quality control and risk management principles.
- Excellent facilitation, persuasion, negotiation and problem solving skills.
- Demonstrated proficiency with Adobe Acrobat Xpro or similar redaction tool set and the Microsoft Office Suite of products.
- Excellent organization and time management; demonstrated ability to work well under pressure and meet tight deadlines.
- Demonstrated ability to work effectively as a team member; superior interpersonal skills and a proven track record in dealing tactfully and effectively with staff, the public and elected officials.
- Ability to work independently and effectively with minimal supervision.
