Main Purpose & Function 
This position develops and coordinates major projects, strategic planning efforts, policy initiatives, comprehensive plans or master plans that guide the overall development and delivery of the City’s parks, recreation and natural systems.

Key Contacts and Reporting Relationships
The position reports to the Manager of Planning, Policy & Environment, and works closely with Park Development, Park Operations and Recreation staff. The position also works cross-departmentally within the City with a focus on major planning and capital initiatives within Planning, Urban Design & Sustainability, Engineering Services and Real Estate & Facilities Management. The position also maintains external relationships with stakeholders, non-profits, senior levels of government, and other agencies.

Specific Duties & Responsibilities

  • Investigates problems and identifies issues, develops study and strategy processes, conducts research and surveys, analyzes results, directing and evaluating studies, and writes reports summarizing complex issues and formulating recommendations.
  • Serves as a project manager and team leader on complex projects including organizing and developing project terms of reference, scope and requests for proposals, oversees consultant teams and supervises professional, technical, and clerical staff engaged on project, and administers budget.
  • Leads policy, strategy and action plan projects from project ideation, initiation and development through to implementation, monitoring and reporting in collaboration with internal and external partners, sharing information with the public and reporting back to the Park Board as appropriate.
  • Ensures the integration of recreation and parks interests, strategies, priorities and policies in the development of community plans, official development plans, large-site redevelopments, rezonings, development permits and other city-wide planning initiatives.
  • Designs and conducts consultation with the public, local First Nations, stakeholders and other agencies on matters related to assignments and answers enquiries from the public.
  • Represents parks and recreation interests at various cross-departmental staff technical teams, working groups, and internal and external committees.
  • Attends Park Board and City Council meetings, and other civic and outside meetings to represent the department, make presentations and answer questions (including weekday evenings and weekends).
  • Coordinates project communication channels internally and externally (web, written etc.)
  • Other duties as assigned.


Education and Experience:

  • A degree in landscape architecture, planning or a related field and a recommended minimum of five years professional experience in the municipal recreation and parks planning or planning field, supplemented by extensive project management supervisory experience at a professional level, or an equivalent combination of education and experience.
  • Experience with work in interdisciplinary project teams, facilitation, evaluating proposals, communicating complex ideas and making sound recommendations.
  • Experience developing and implementing a range of engagement processes to include a broad range of public and stakeholder groups.
  • Eligibility for membership in the BC Society of Landscape Architects or the Canadian Institute of Planners.
  • Relevant lived experience combined with a broad perspective lens on diversity, is preferred
  • Experience with diversity, inclusion and equity considerations in a workplace environment, is preferred.

 Knowledge, Skills and Abilities:

  • Considerable knowledge of park planning, landscape architecture, urban planning; policy development; municipal parks and recreation trends; municipal planning and development processes; municipal capital development processes; and environmental planning and urban sustainability initiatives.
  • Ability to develop and implement data driven policy, and connect policies to capital investments and priorities.
  • Ability to achieve multiple program objectives within defined timelines, manage complex projects, budgets, staff and consultant teams effectively
  • Ability to facilitate collaborative decision-making, negotiation, and interest-based problem solving.
  • Ability to work independently, be creative and use sound judgement.
  • Ability to supervise staff.
  • Ability to communicate ideas and make recommendations to governmental officials.
  • Familiarity with principles in reconciliation and decolonization
  • Ability to act in a co-ordinating capacity internally within the department and with City officials and other interested groups including citizen groups.
