Main Purpose & Function 
Reporting to the Senior Project Manager, the Planner I will work within the Engineering Services Group to support public space planning and implementation, including the review of public space plans and infrastructure planning. This work will involve ongoing work with (a) emerging initiatives and policies related to public space, (b) research and policy development partnerships with other Departments and agencies (c) partnership development with key external stakeholders, and (d) public engagement on public space-related initiatives.
 
Specific Duties & Responsibilities
Emerging policies:

  • Supports the development and implementation of public space initiatives, projects and policy, including:
    • Represents Branch in an inter-departmental review of practices and policies related to public washrooms, and supports the creation of city-wide policy.
    • Contributes to other ongoing public-space related pilots and policies, including public life recovery work related to the COVID-19 pandemic, community partnerships, and public space creation and management.
    • Stays up to date on best practices for public life/public space.
  • Provides guidance to junior and technical staff on research, mapping, visualization and presentations.
  • Takes a lead role in internal discussions regarding public space policy, stewardship and programming.

Public engagement support:

  • Supports the development of public engagement strategies for public space-related projects and policies (including for public washrooms);
  • Develops presentation materials to effectively communicate complex policies and concepts to different audiences, including other departments, stakeholders, the public, and Council.
  • Facilitates and co-designs public and stakeholder engagement activities.
  • Responds to public enquiries on specific projects.

Develops and maintains partnerships:

  • Collaborates closely with staff in other COV departments, including Street Use, Transportation, Building Review Branch (CBO), and Planning Design & Sustainability (PDS).
  • Develops and maintains relationships with external agencies related to public space creation, stewardship and programming, including BIA’s, neighbourhood associations and community organizations.
  • Other duties and responsibilities as assigned.

Qualifications
Education and Experience:

  • A post-secondary degree in planning, landscape architecture or architecture, plus a minimum of 1 year of experience in a planning-related field (preference to a minimum of 2 years of experience,) or an equivalent combination of post-secondary education and experience.
  • Experience in policy review and research, best practices reviews, and policy planning.
  • Experience in municipal permitting processes, development and building by-law reviews.
  • Experience in urban and spatial design, and creating design guidelines.
  • Experience designing and facilitating innovative public engagement processes and events.
  • Experience in collaborating on inter-departmental and multi-disciplinary teams.
  • Membership or eligibility for membership in the Canadian Institute of Planners is an asset.

 Knowledge, Skills and Abilities:

  • Exceptional understanding of public space and urban design best practices.
  • Demonstrated ability to form effective partnerships, and work across departments and in multi-disciplinary teams.
  • Ability to work independently, and lead a project from initial scoping to completion.
  • Strong written, verbal, and visual communication skills.
  • Strong research and analytical skills.
  • Demonstrated expertise in both hand drawing and computer-assisted visualization techniques (e.g. Adobe Creative Suite, SketchUp, or other).
  • Experience with GIS systems (MapInfo and ArcGIS) would be an asset
