This is planning work at the professional level. An employee of this class applies specialized knowledge and social, economic and physical data to major planning projects involving complex problems and often politically sensitive issues. These projects may involve the development, coordination and implementation of an overall plan or strategy for the city or may involve a number of integrated projects requiring in depth research and involving recommendations on major policy changes, particularly with regards to housing policies and initiatives. Supervises and participates in the collection and analysis of a wide variety of data required for the completion of major planning projects; makes independent studies to supplement existing sources of research data; coordinates findings and makes recommendations. Liaises with other departments, citizens’ groups and standing committees; prepares final reports for submission to Council. Performs related work as required.
Qualifications include Master’s Degree in Planning or related discipline with considerable professional experience in urban or regional planning; or an equivalent combination of training and experience. Thorough knowledge of the principles, practices and objectives of urban and regional planning. Considerable knowledge of the theory and practices of a major discipline applicable to planning ; of economics, municipal finances and sociology as applied to urban planning. Ability to express ideas effectively orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals and the public, and to transmit clearly the principles and requirements of sound planning and development. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners is required.
