This is specialized payroll and technical systems work in the Payroll Division. An incumbent identifies and analyzes time and pay related issues within the SAP payroll module; investigates and documents system and reporting errors and corrects those of a routine nature; participates in developing solutions and business process improvements; Develops and produces a variety of standard and non-standard salary and benefits related reports; compiles and analyzes time, pay and benefits data; provides advice and makes recommendations based on analysis; controls, runs and verifies the accuracy of payroll results in accordance with legislative and collective bargaining rules; balances, reconciles and processes third party remittances; completes T-4’s; tests system functionality; supervises, assigns, checks work and provides guidance and training to staff; prepares requisite summaries; reconciles payroll and finance accounts, investigates discrepancies and determines corrective action. Performs other related work as required.
Qualifications include grade twelve supplemented by completion of payroll compliance practitioner (PCP) and intermediate level accounting courses plus sound related experience preferably in a supervisory role or an equivalent combination of education, training and experience. Thorough knowledge of the City’s SAP payroll and time entry modules and an understanding of how they integrate with other SAP modules; of the methods, practices and principles involved in the preparation, calculation and completion of a full cycle payroll, from time entry to gross to net calculations through to posting to the ledger; of system development and maintenance as related to payroll processing. Ability to identify and investigate errors, technical issues and inefficiencies within the SAP time and payroll module; to understand and apply payroll and tax regulations, collective agreement rules and basic accounting concepts to the performance of job functions with speed and accuracy; to perform detailed analysis on payroll results, gross to net pay, source deductions and benefits; to calculate, analyze, interpret and apply tax rules appropriately to retroactive payroll processing. Canadian Payroll Association PCP Certification is required
