Main Purpose & Function 
The position assists the Associate Director, Facilities Planning in creation of the City’s Strategic Facilities Plan.  This includes strategic asset planning, creation of and research for technical guidelines, and facilities capital planning and implementation.  This position is also responsible assisting the Associate Director, Facilities Planning in negotiating service level agreements with tenants and client groups, managing client/user groups and overseeing quality assurance programs, including negotiation and oversight of the delivery of Civic facilities by third parties.  This position provides leadership and management for the Facilities Planning Project Management team.  

Specific Duties & Responsibilities

Strategic Planning

  • Works with business partners and leadership to understand and anticipate business and project needs of the reporting unit.
  • Develops strategies, operating plans, targets and measures for unit.
  • Provides intellectual leadership and subject matter expertise to senior management across the City of Vancouver.
  • Responsible for strategic, short and long term facility  planning of the City’s future needs based on the required service levels for facilities including space planning, planning for land acquisitions, organizational needs, and public needs.
  • Responsible for Facility Asset Planning, based on the facility life cycle, informed by  building conditions, seismic, sustainability, accessibility and hazardous materials aspects; as well as service needs
  • Develops Service Levels Agreements.
  • Planning and feasibility studies relating to new acquisitions, new developments/rezoning’s and existing facilities.
  • Develops and oversees quality assurance programs. Provides input on negotiations to deliver civic facilities by third parities.
  • Develops and leads Facility portion of the City’s Capital Strategic Outlook and 4-Year Capital Plan and annual budgets.

Leadership and Management

  • Leads the day-to-day delivery of its programs, services and activities.
  • Develops and implements innovative business solutions, programs and services, provides leadership and oversight on projects, and collaborates with others on integrated solutions and initiatives across the City of Vancouver.
  • Develops and manages reporting project managers and other staff including selection, training, coaching, performance management and all other people practices.
  • Provides career planning advice to staff and creates development plans to help staff achieve their career goals including assigning work which leverages their skills and capabilities and provides them with opportunities for learning.
  • Anticipates and analyzes trends in planning/design and technology and assesses the impact of emerging technologies on the business.
  • Creates an environment of collaboration, teamwork and innovation within facilities planning and development.
  • Upholds and advances the City of Vancouver Leadership Competency Model.

Policies and Practices

  • Develops and implements procedures, methods, and standards and ensures controls are created and followed to foster operational efficiency, monitor compliance, mitigate risks, and achieve unit results.
  • Leads Public and Stakeholders consultation process for the Facility projects as appropriate.
  • Maintains appropriate professional designations and up-to-date knowledge of current technology, techniques and tools.
  • Assists the Associate Director, Facilities Planning in negotiating Service Level Agreements for facilities planning and operations with client groups with the direction of the Director, Facilities Planning and Development.
  • Works with the Purchasing group on hiring consultant services, as required, and manages those agreements.

Financial Management

  • Establishes and administers unit’s capital and operating budgets and ensures for cost efficiencies.
  • Ensures that short and long-term planning decisions are economically, environmentally and socially/operationally sustainable, and reflect appropriate levels of service.
  • Develops high-level data and metrics to support short and long term planning, including cost estimates, metrics and reporting.
  • Other duties responsibilities as assigned.


Education and Experience:

  • Bachelor’s or Master’ Degree in Architecture or Planning or a related discipline or an equivalent combination of education and experience plus a minimum of five years management experience in facilities planning, facilities delivery and asset planning.
  • Experience in short term and long term strategic planning.
  • Experience in management of operating and capital budgets.
  • Experience in sustainable planning and design, and life cycle asset planning.
  • Experience in community engagement
  • LEED and/or Passive House certification would be an asset.
  • Experience in non-profit, private and government sector is an asset

 Knowledge, Skills and Abilities:

  • Considerable knowledge of institutional and sustainable building design and construction practices.
  • Considerable knowledge and understanding of budget management.
  • Ability to lead a large group of multi-disciplinary professionals and unionized staff in a variety of work locations.
  • Ability to develop plans that meet the planning/architecture/technology needs of the organization. Incorporates business vision, priorities, strategies, goals, emerging technologies, industry trends, and economic viability.
  • Ability to converse with and create/deliver presentations to all levels of colleagues and peer groups, Corporate Management Team, Council and Boards in ways that support problem solving and planning.
  • Skilled in conflict resolution and having the ability to identify potential pitfalls and problems areas.
  • Ability to exercise tact and discretion and work effectively within a team environment
  • Excellent written and verbal communication skills, including the ability to write technical and non-technical reports.
  • Ability to collaborate and provide high level of customer service to different client/user groups, stakeholders and public.
  • Experience developing, evaluating and administering procurement process (i.e. Requests for Proposals), consultant agreements and construction contracts.
  • Ability to make effective and timely decisions and manage competing priorities
  • Ability to initiate and implement creative and innovative change. 
  • Demonstrated ability in leading, coordinating and collaborating with staff, outside agencies and the public
  • Ability to resolve conflict, and manage multiple tasks and competing priorities.
  • Ability to meet transportation requirements
