The IT/GIS Department manages the City’s technology hardware and software infrastructure, enabling departments to deliver timely, efficient services to residents and customers. This department provides IT services and support to more than 400 users in City departments and affiliated organizations, including Spectra Venue Management, Okanagan Hockey Group, Penticton Vees, Interior Health Authority, RCMP and Tourism Penticton. These users are spread across 16 buildings and connected through a City-owned fibre optic network. Reporting to the Business Services Supervisor, the GIS Analyst II – Developer will be part of a highly motivated team of GIS Analysts with a passion that extends beyond the job. Our purpose is to provide the systems and services necessary for our City departments to do their work efficiently, with access to all the information available, so that they can make the best decisions possible and provide quality customer service to our community. We are looking for a highly skilled person to join our team and take over complete management and maintenance of all our GIS infrastructure and enterprise systems. A person experienced in scripting and application development, who can support and build new tools and widgets. A person who also takes initiative to go above and beyond, is customer service oriented, and is passionate about bringing solutions to the table. Key Responsibilities: Ensure enterprise systems are functioning and user performance requirements are met. Ensure that regular system maintenance activities on the GIS infrastructure are carried out. Resolve technical issues that arise from enterprise systems, GIS infrastructure, and the tools that our GIS team or customers use. Respond to staff service requests for information, data analysis, and reporting. Provide scripting and application development services for managing and maintaining desktop, server and web applications in python, HTML, SQL, and Javascript. Perform application customization, security administration, and complex application integration. Write test scripts, conduct user acceptance testing, provide staff training, and maintain excellent documentation. Contribute ideas and suggestions to support the IT Team goal of continuous improvement. Required Qualifications: Minimum of a Computer Science, or related, degree from a recognized institution. Five to ten years related experience in GIS. Expert experience with some or all of the following GIS software: Esri ArcGIS Enterprise (ArcGIS Server and ArcGIS Portal), Esri ArcGIS Online (including WebApp Builder and Experiences), Esri Desktop software (ArcMap, ArcPro, Roads and Highways, ArcFM), Esri Mobile software (Field Maps, Collector, Survey 123), Safe Software FME Desktop and Server. Expert experience with some or all of the following development related languages and tools: Python (including esri ArcPy, and ArcGIS API for Python), Javascript / Typescript (including ArcGIS API for Javascript and WebApp Builder Developers Edition and other frameworks such as React or Dojo/Dijit), SQL and T-SQL, Version control systems including git or similar solutions, IIS, C# (including ArcObjects and esri Runtime SDKs). Advanced experience supporting, managing, and maintaining GIS infrastructure including ArcGIS Enterprise. Advanced experience with Enterprise Geodatabase design, schema development, change management, tuning and administration in versioned Microsoft SQL Server environment. Advanced knowledge and experience in GIS web application development and tools for automation of GIS tasks. Advanced knowledge of working in a modern enterprise IT environment (server, network, security and cloud solutions). Advanced knowledge of Web API (REST services) use and development using frameworks such Node.js, Django, Flask, and ASP.NET Web API is an asset. Advanced knowledge of other related geospatial technologies such as OpenLayers, Leaflet, QGIS, Geoserver, PostGIS is an asset. Knowledge of municipal specific spatial data is an asset.
