Emergency Planning Officer

North Shore Emergency Management (NSEM), a tri-municipal agency providing emergency management services to the District of North Vancouver, the City of North Vancouver, and the District of West Vancouver, is seeking an Emergency Planning Officer to provide emergency planning activities including hazard, risk and vulnerability assessments, emergency plan development and support to municipal and departmental business continuity and resiliency initiatives. The Emergency Planning Officer is a key individual involved in response and recovery activities including crisis communications and will be responsible for completing special projects, conducting training, supporting exercises and engaging stakeholders and NSEM volunteers as required.

This exempt position will be responsible for performing North Shore hazard, risk and vulnerability analysis; developing, reviewing, revising and maintaining emergency management plans and business continuity plans; writing and presenting reports; maintaining the schedule of updates for plans including an EOC library of official plans; co-chairing municipal planning committees; identifying and engaging appropriate stakeholders; and supporting the delivery of emergency management training and exercises.

As an Emergency Operations Centre (EOC) Liaison Officer you will support municipal leadership staff, agency representatives and volunteers. You will represent NSEM as a subject-matter expert and communicate with senior officials, the media and other special interest bodies. You are a leader, a communicator and a team player who works well with internal and external stakeholders. You possess the ability to function effectively in emergency situations and make decisions with limited information available. You have the ability to remain calm and focused under pressure, handle multiple priorities, work within tight timelines and manage/direct others in a crisis. You have demonstrated planning and project management skills, demonstrated initiative, autonomy, adaptability, maturity and sound judgement. You influence and foster collaboration in order to build effective working relationships and promote cooperative goals. You are a critical thinker with excellent presentation and listening skills.

You have a degree in a relevant field, supplemented by courses within Emergency Management programming, plus a minimum of five years’ of relevant experience, or an equivalent combination of education and experience. Work experience in an urban municipal setting is an asset as well as sound knowledge of municipal, provincial and federal regulations and bylaws. A valid B.C. Driver’s License is required. Must be willing to obtain an amateur radio license and able to obtain an enhanced security clearance. You will be on-call 24/7 on a rotational basis and must be available to work outside of regular work hours.
