This is planning work at semi-professional level interpreting the zoning by-law, improving development design and processing preliminary development plans. Advises land developers, building owners, their representatives and members of municipal departments of the pertinent zoning by-law sections; interprets zoning by-law when specifics are not mentioned; illustrates application of zoning by-law. Checks preliminary plans for compliance with zoning by-law; visits proposed building site if necessary to ascertain presence of features that will allow approval, require revision or cause rejection of preliminary plan; forwards preliminary plans to other municipal departments as required for their review and approval; advises preliminary plan applicant of approval or rejection and if rejected, suggests changes that will allow approval; encourages construction that is harmonious with adjacent properties and/or aesthetically acceptable; prepares replies to zoning and preliminary plan enquiries from the general public. Represents Planning Department at inter-departmental meetings, as required. Reviews and discusses zoning appeals to Board of Variance with a superior to determine contentious factors; visits subject sites and prepares draft report on each appeal for superior’s approval; represents Planning Department at Board of Variance hearings. Performs related work as required.

Qualifications include completion of three years university training in architecture, plus experience related to the work in an engineering, architectural or planning office; OR an equivalent combination of education, training and experience. Ability to exercise tact, diplomacy and judgement in order to establish and maintain effective working relations as necessitated by work assignments with contractors, the general public and departmental officials; ability and skill to convince others of importance of raising standard and character of developments in the municipality above the minimum acceptable level; strong organizational skill, and an ability to manage a varied workload within time constraints. Driver’s Licence for the province of British Columbia is required.
