Main Purpose & Function
This is responsible administrative, clerical and inspectional work coordinating re-inspection fees, ticket offence fines, and prosecutions for violations of Fire by-laws which are within the jurisdiction of the Fire Prevention Division at VFRS.
Specific Duties & Responsibilities
- General reception and assists with managing the needs of the division, filing, supplies, mail, and other general administration duties.
- Works in conjunction with other staff in the division and both receive backup support from and provide backup support to the other Fire Prevention Clerk in billing matters and Prosecution cases.
- Prepares reports and information related to invoices and False Alarm Reduction.
- Prepares Invoices and charges related to the division. Reviews hardship applications, field inspection reports, and history of applications, and prepares summary reports.
- Assists with Quality Assurance of departmental reports
- Prepares reports and correspondence for the division and the public
- Monitors outstanding fire permits, and coordinates with property owners and contractors to finalize permits and complete permits in City’s permit system.
- An incumbent of this class reviews information and reports prepared by field inspection staff for completeness, advises staff of additional information required and of procedures for gathering evidence, obtains necessary documents, prepares requests for charges to be made and maintains contact with representatives of the Law Department regarding prosecution and with representatives of the Financial Services Department Revenue Services Branch regarding tickets issued and summonses served.
- This position provides advice and prepares reports on enforcement procedures. Difficult procedural matters and other problems related to enforcement are referred to the Deputy Chief of Fire Prevention or a representative of the Law Department. Performance is reviewed periodically by the Deputy for thoroughness and completeness of information submitted in regard to prosecutions and through discussion and review of the prosecution success rate.
- Coordinates prosecution action for violations of City By-laws. Discusses enforcement problems with field inspectional and supervisory staff, and, where prosecution is likely, advises them on procedures to follow and on information required prior to the preparation and laying of charges.
- Reviews and signs correspondence related to enforcement.
- Reviews information, reports and evidence gathered by field inspectors for completeness prior to forwarding same to the Law Department; prepares and forwards requests that charges be laid.
- Provides information and advice to members of the public or representatives of the business community on enforcement matters, municipal tickets, violation notices, and billing enquiries.
- Provides background information on by-law enforcement to City Council or Committees of Council as requested. Arranges for the appearance of field inspectional staff in court as required.
- Periodically reviews charges laid and the outcome of prosecutions and prepares summary reports as requested. Recommends changes to enforcement policies and procedures and related sections of by-laws, and prepares reports on enforcement problems as requested. Reviews the effect upon enforcement of ticketing procedures for by-law violations.
- Completion of Grade 12, plus considerable related clerical experience at progressively more responsible levels, supplemented by several years’ experience in related field inspectional duties.
- Thorough knowledge of the administration and enforcement procedures outlined in a wide variety of Municipal By-laws, and of the information required to lay charges.
- Considerable knowledge of modern office methods and procedures. Working knowledge of the procedures for gathering evidence to be admitted in a court of law.
- Considerable knowledge of by-laws administered by the Fire Prevention Division.
- Thorough knowledge of FDM, Tempest, Posse, Microsoft Office Suite & BC Online.
- Thorough knowledge of Microsoft Excel.
- Ability to instruct field inspectional and supervisory staff in methods and procedures for gathering information for prosecution.
- Ability to establish and maintain effective working relationships with field inspectional staff, supervisory staff, and representatives of other Civic departments.
- Ability to assist and tactfully advise the public and representatives of the business community on by-law enforcement policies and procedures.
- Ability to prepare a variety of reports and correspondence
