The District of Hope is currently seeking a Chief Utilities Operator to join our team. Reporting to the Operations Manager, this position assists management in achieving the efficient operation and maintenance of the District’s Water Supply and Distribution Systems, Sewage Treatment and Collection Systems and Stormwater Systems. The Chief Utilities Operator exercises considerable independence of judgement in the operation of District utility systems. Assignments and responsibilities are performed under minimal supervision in accordance with established routine.
Responsibilities include; but are not limited to:
- Assisting management in the operation and maintenance of District Utility Systems and facilities;
- Provide direction and coordination to Utilities Operator 1, Utilities Operator 2, Contractors and other staff assigned to utilities maintenance;
- Prepare oral and written reports, work schedules, and estimates;
- Assist the Operations Manager with the preparation and submission of regulatory reports as required;
- Assist the Operations Manager in the preparation of the annual budget for utility operations;
- Plan, coordinate and participate in the work of staff and contractors related to utility operations;
- Ensure that utilities maintenance, construction and projects are carried out in accordance with industry standards;
- Initiate innovative improvements to utility systems and facilities and work methods through creativity and collaborative effort;
- Participate in the standby rotation;
- Provide technical advice and expertise to other staff members related to utility system issues;
- Ensure the timely completion and processing of Service Connection and Disconnection Applications;
- Oversee and inspect water, sewer and stormwater connections and disconnections;
- General data input and other computer related tasks;
- Be an advocate of the District of Hope Health and Safety Program;
- Assist management in developing, compiling and applying new and/or improved work methods, practices and techniques;
- Purchasing as required and directed by Management;
- Track material and equipment inventory, obtain quotations and order supplies as required per the purchasing policy;
- Respond to telephone and email enquiries;
- Assist management with the establishment and maintenance of a comprehensive Cross Connection Control Program;
- Carry out a variety of other operational tasks as may be required from time to time, to include maintenance of roads, sidewalks, parks, and buildings;
- Perform other duties as required.
Qualifications include; but are not limited to:
- Completion of grade 12, augmented with successful completion of post-secondary education.
Licenses and Certifications
- Possession of a valid class 5 driver’s license w/air brake endorsement;
- Have and maintain EOCP certification(s) at the class of the District of Hope facility/system(s) or higher.
- Minimum of 5 years’ experience in the municipal water and wastewater field, or an equivalent combination of education and experience.
- Of English spelling, grammar, punctuation.
- To work overtime, as authorized;
- To work indoors or outdoors, in all weather conditions;
- To deal with the public in a courteous, tactful and diplomatic manner;
- To establish and maintain an effective working relationship with other members of staff and the public;
- To work without direct supervision and effectively handle conflicting priorities and emergency situations (24 hrs);
- To work in a fast paced and multi-tasking public environment, while maintaining a positive demeanor;
- To compose routine correspondence
