The Business Analyst 2 is a member of the LIPS (License, Inspection, Permit System) team and performs analytical work in support of the LIPS sustainment. This position requires detailed analytical work in designing, configuring, deploying, and sustaining existing business applications within the Information Technology department.

Reporting to the Team Lead – IT for LIPS, the Business Analyst will focus on designing and developing API based interfaces and extending EnerGov capabilities in support of the LIPS implementation. This position also participates in the identification of business and technical requirements, conceptual and physical design, web service development, testing for multiple scenarios, and post go-live support. Establishes working relationships with users in a variety of departments. Performs a number of activities such as: maintaining, configuring and deploying COTS packages; performing application development using Visual (i.e. .Net framework, HTML5, CSS3, JavaScript, AngularJS, ASP.Net, MVC 4.0+ with JSON, RESTful Web API 2.0, SOAP UI or Fiddler, Web/Windows forms Oracle (i.e. PL/SQL, T-SQL); build real time bi-directional interfaces between customer facing applications (i.e., EnerGov) and Point of Sale (i.e., CORE – iPayments Revenue Portal Solution); support Proof of Concept of Load for performance testing tool such as NeoLoad, WAPT, Apache JMeter; utilizing ESB (i.e., SAP PI/PO) for integration of multiple systems; and developing JMeter scripts for testing performance of GIS services (i.e., address search). Prepares alternatives and presentations to explain analyses and recommendations. The successful candidate will exercise considerable independence of judgment and their work performance will be evaluated in terms of the effectiveness of services rendered.  Performs related work as required.

Completion of a university degree at the Bachelor’s level in computer science or a related discipline with sound related experience in systems analysis; or an equivalent combination of training and experience. Business systems knowledge and understanding of key features and capabilities of Point of Sale and Commercial-off-the-Shelf LIPS products within a municipal environment will be considered an asset. Working knowledge of the functions of departments served and their requirements as applied to information technology; of applicable divisional policies and practices; of the operational methods of departments served; of problem definition and analysis related to business processes and systems planning.  Ability to analyze and evaluate various data and information, develop logical solutions for assigned problems and assess the implications of proposed changes; to perform computer programming applicable to the work performed; to participate in the work of a project team ; to communicate effectively orally and in writing.

Duration: Until December 31, 2020 (with potential for extension)
