This exciting and dynamic opportunity involves both administrative and technical work in planning and coordinating arboricultural nitiatives related to New Westminster’s award winning Urban Forest Management Strategy (UFMS) to achieve an ambitious canopy cover target of 27% by 2030. Along with the broader urban forest team, the incumbent leads the development of a comprehensive tree planting plan and tree inventory database, as well as implements urban forestry engagement initiatives to promote a wider understanding and appreciation of the value and benefits of the urban forest in the City.

The position also provides technical and administrative support to the Senior Arborist in the development and execution of a comprehensive urban forest management program including field work as required. As the lead on the planning and implementation of various aspects of the UFMS, you will work with the Development Services Department, Engineering Services Department and other City departments as required in all matters pertaining to trees on city lands in compliance with the Tree Protection Bylaw, ncluding review of plans and procedures for working in and around existing trees, issuing permits, conducting site inspections and matters related to bylaw enforcement for city-owned trees.

Requirements include:

  • Graduation from a diploma program in arboriculture, preferably university graduation in Urban Forestry or an arboriculture-related program, Certification as an Arborist with the International Society of Arborists, International Society of Arboriculture Tree Risk Assessment Qualification, Industry Training Authority (ITA) Certification as a Field Arborist (preferred); plus sound experience in tree protection and sound construction methods as well as on-site inspections; considerable related experience preferably in a municipal setting; or an equivalent combination of training and experience.
  • A minimum of 5 years’ of experience working in arboriculture operations (i.e. tree pruning, tree removal, tree planting, integrated vegetation management, etc.) or equivalent combination of training and experience.
  • Considerable knowledge of the New Westminster Urban Forest Management Strategy and related policies (i.e. Tree Planting Masterplan, the City’s Seven Bold Steps for Climate Action and Strategic Priorities, Environmental Strategy Action Plan and Biodiversity Strategy) and the Tree Protection and Regulation Bylaw, policies, procedures, regulations, other related bylaws and laws governing the work performed.
  • Ability to assist in creating detailed planting plans and selecting tree species for parks and open spaces, streets, boulevards and natural areas. This includes extensive knowledge of taxonomically diverse palettes of trees with consideration of fitting species to site for long-term success.
  • Ability to act as liaison and provide technical advice to/with other City Departments, public agencies and private organizations to coordinate management policies and procedures related to tree planting, tree protection or replacement.
  • Under the Supervision of the Senior Arborist, has the ability to plan, oversee and direct the work of external consultants and contractors.
  • Considerable knowledge of arboricultural and urban forestry principles, practices and techniques including tree risk assessment, and of tree species, diseases, pests and treatment methods.
  • Ability to read and interpret scaled technical drawings such as landscape, architectural and related civil, electrical and structural engineering plans.
  • Ability to support the tree protection bylaw enforcement staff and has the ability to investigate complaints, to identify the nature of tree related problems with tact, impartiality, firmness and use of sound judgement.
  • Ability to explain and interpret bylaws and regulations, to maintain effective working relationships with a variety of internal and external contacts, provide technical information and assistance, deal tactfully and courteously with others on contentious issues, and to employ contemporary service excellence principles at work.
  • Knowledge of the practices involved in municipal development and subdivision approval processes.
  • Ability to design and deliver community based urban forestry engagement initiatives such as education programs, community tree planting projects, and workshops.
  • Ability to effectively communicate viewpoints and recommendations orally and in writing and to prepare reports related to a variety of arboriculture/urban tree issues, concerns practices and procedures.
  • Ability to perform assigned duties independently or under minimal supervision.
  • Ability to proficiently use the Microsoft Office suite as well as GIS software and municipal permitting management software (i.e. Tempest).
  • Class 1 or 3 Driver’s License for the Province of British Columbia with Air Brake Endorsement (preferred).
  • The ability to pass and maintain a clear Police Information Check.
